The \u201cneo-guelfo movement\u201d is founded. The new Pope Pio IX seems to be the liberal Pope imagined by Gioberti. On March 23, 1848, king Carlo Alberto decides to fight against Austria and crossing the Ticino river he chooses for his army the Tricolore flag with the coat of arms of the House of Savoy on it. The Home Office Secretary Biagiotti fixes the characteristics of the new flag: he added the coat-of-arms of the House of Savoy with a white cross on a red field fringed in blue to the Tricolore flag by now symbolising definitively the ideals of independence and nationality.<div id=\"shailan-subpages-18931-1\"><ul class=\"subpages\"><li class=\"page_item page-item-18935\"><a
